FOREWORD
Human beings, at the dawn of the 21st century, has reached the maximum level of the civilization. The revolutionary developments in the field of technology have made the world a smaller place. Mankind virtually has the world in the palm of its hand. During this period, as the raise of globalization, it is observed that any incident or any decision taken place in any part of the world affects other societies in other parts of the world. While everything is developing and changing very fast, unfortunately terrorism follow this development as well. In this context, terrorism will become a prominent subject on the world agenda in our century as well as.
Owing to this reality, states had to deal with their own regional terrorists until 11th September attacks. But these attacks caused to change current situation. So that It has been understood that the real face of terrorism does not recognize any border and law and also it puts in danger not only the certain communities but whole humanity. This reality is valid both developed countries like the USA, European countries and undeveloped countries. Turkey's disappointed experiences are very important to show the harm of terrorism. Within the last 30 years, While Turkey is fighting against flows of terrorism the 40.000 people lost their lives.
Bitter experiences of Turkey and the world have proved to everybody that terrorism is the enemy of democracy, global security, shortly of all humanity. But it is not enough. After determining and describing the risks of that illness we need to react altogether. At this point I believe that Republic of Turkey constitutes a sample model in the aspect of providing a common attitude with its pluralist secular democratic system and its attitude that has always given great importance to dialog among communities. From this point of view Turkey is a real bridge to determine target and strategy on terrorism and other security issues.
Despite the fact that the term of ‘terrorism' is pronounced very frequently and embedded in the world's daily literature, it is really a surprising and even shocking point that there is still no any specific definition on which a wide consensus has already been established. Hence it is necessary to establish an international concept that provides cooperation on terrorism and how to fight against it. In this regard the crucial acquirement of the Istanbul Democracy and Global Security Conference is to expose the importance of international cooperation in the fight against terrorism in the aspect of science. No need to argue that this gain is the success of the academicians and law enforcement officers participated to the conference. I would like to thank them for their contribution and participation. Because of the importance and the appreciated scientific level of the conference we understand it as our duty to collect all the presentation and speeches made during the conference in one book or booklet and submit it and to realize this we prepared and delivered this book in order to allow that all countries can benefit from it.
By this means I would like to present you the best regards of Turkish Nation and Turkish National Police and to express my best wishes for the future.
